Kenwood TM-261A - Problem on TX; hum but no transmit

I bought a used TM-261A on ebay recently. When I got it I was excited because it was in very good condition cosmetically. The problem is that it will not transmit. The receive is very good but when I hit PTT I get a hum coming through the radio and no transmit. The buyer has agreed to take a return since it was listed as working condition but I was wondering if there was a way to figure out if it is the microphone before I sent it back.
 

You don't need to put another mic on it, just short the pins that key it up and if you see if its transmitting, if it is, then I would toss another mic on it and try it out... If it wont transmit when you short the pins I'd send it back.....
 
OK I shorted it out and it transmitted on L and M power but just a hum on H power. I'm assuming that is due to something being screwed up in the amplifier and or the finals or whatnot. I hooked the mic back up and it looks like it is able to transmit on L and M with the mic installed so I am not sure what is up with that. I don't remember it doing that last time. Not sure where to go from here.
