Kenwood TM-261A tone question

I've read the manual several times and find it almost useless, something got lost in the english translation i suppose. I have programmed the Repeater and offset freqs and have selected the proper PL tones to work all of the local repeaters in my area. I cannot get the radio to transmit pl tone unless i am in the programming mode, once i change frequency/number channel the unit stops the pl tone transmission. pushing th (T) on the control panel illuminates the T but does not active tone control. Is the a way to turn on pl tones for all frequencies that I'm missing?

I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
