Local stations on AM sound muffled and off frequency

I have a Kenwood TS-480 that I bought brand new a few years back. When I tune the receiver to the CB band on AM some locals sound way off frequency and very distorted. The only way to understand them is to turn on the attenuator and move the VFO like I'm tunning a SSB station. People out of town sound fine on AM 11 meters. I can also hear some locals coming over the CW portion of the 10 meter amateur band when they are transmitting on 11 meter AM channels.
Any ideas on why this is?
 

Not to mention, If you are hearing them in the CW portion of the 10m band.....They are likely WAYYY over modulated and splattering. That will also make them sound muffled or distorted.
