I have a MFJ-2220 20 meter mini - dipole antenna. It is mounted on a 10 ft piece of 3/4 inch electrical conduit. I am having a hard time getting an acceptable SWR. I was wondering if I need to get it up to at least 1/4 wavelength.

10 feet is a little low for this. Try raising it up a bit. Also it's a mini so it's made for convience not performance so a 2:1 swr might be the best it will do.
 
Simple dipole that can be made with loaded mobile style whips, a mounting bracket and a handful of hardware.
What are you getting for SWR now?, is it like really bad or just above 2:1 or ?
Are you in the open, or close to buildings?

I nabbed that Photo from G6NHU to show what it looks like, So I can only guess, but I have used simple dipoles mounted down low before and was surprised at the result.
