To start with, make sure it's not on PA mode, then do you have another microphone to check with?
I broken or disconnected wire on the mike can cause that.
I am going on memory here but (can someone confirm) I believe Pin one is audio, pin 2 is ground, pin 3 is receive and pin 4 is transmit on the microphone jack.
A wire across pin 2 and 4 should put the radio in TX.

Generally most FCC cb radios have 1 driver transistor and 1 final transistor, dual finals usually appear in exports.

It's very unlikely that a final has quit if the radio was just sitting unused in a camper all winter! Much more likely to be corrosion in a potentiometer or switch bought on by dampness and cold. Are you testing it on a fully charged battery? Low voltage can create this condition as well.

Hello gentlemen and Ladies. I have the dreaded RCI-2990 receive issue where my radio gets distorted when people get close to my location. I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
