OK I see where you're going.  Yes, the current should decrease as the antenna gets higher.  I'm not sure if it would be down at 1 amp  at that point in the coil (depends on the height of the coil), but at any rate it's still not much current.   The voltage is pretty high, though, so I could see it arcing if something got between the coils to act as a conducter between them.
