When you see an outrageous price like that, it means he is out of stock. If he removed the listing until new stock arrived, he would have to pay relisting fees. So, it's easier to edit the price sky high instead of canceling the listing.

The high price is to deter all but complete idiots from buying/bidding. This practice is against eBay rules BTW.
