The antenna looks like this 900 Mhz antenna: Integrated Connector Antennas PCTEL

The base looks like it might be a ground plane, like if you wanted to use it on a fiberglass vehicle.

I think you are right Tim. PC Tel has the Maxrad line of antennas and it does look like the 9155 model which is 22 inches long. I think the "propeller" is indeed a groundplane for the antenna. At least it appears that way.
