It seems net flix streams their video from several sources so blocking on IP or MAC address will not stop or limit the bandwidth usage.

I had same issues when my son was in his teens, I did away with wireless router and used Ethernet cables routed to the rooms.

When I wanted to view something and the kids were using the bandwidth, I just unplugged them from the router which was conveniently located in my study.

Another option is to get an adapter and let him use his cell as a modem to watch his movies on, providing their is unlimited data on the plan.
