i have seen a few homebrew jay poles like that some made from tubing some made out of old steel whips,,,i have one in my stack that is made out of tubing and plexiglass,,,the bottom has a 3/8 x 24 stud so it will fit certain mounts and the coax goes on a elbow so it goes down,,,,,,
One of the older ARRL handbooks had the plans for a 2m mobile J-Pole antenna.
