the only way the dollar match will work at 27mhz. is if the load is (shorter than a 1/4 wavelength) capacitively reactive.

now you mention it the arrl does say shorten the radiator to make it capacitively reactive but i dont have it handy to look it up,
would the tuning tip do the trick?
what about the wire from feedpoint to coax outer shield?,
i suppose the same applys the antenna needs to be somewhat capacitively reactive,

do you own or have access to a grid dip meter and/or an antenna analyzer? you need to have some way to measure the resonant frequency of tuned circuits. either one of those will do.
