No Power to board? But meters light up.

Bad solder joint. I was getting 13V at C172 and at a couple of places beyond that then it just stopped. Close examination of the board and I found a bad solder point. Crazy!

So what was the fix ???

Now back to my original and much larger problem. Have no TX power and I just burned up L39- again. Stuck because I have no idea where to get a replacement for it as I pilfered that one from an old radio. And of course even if I did have one, clearly something is causing it to burn up which I assume is also the reason there is no TX power and I would likely just burn up another one.
