old 29LTD no output. please help.

hi all.
i aquired an old taiwan 29ltd, that i am refurbishing.

this radio has absolutely no power output.
it wont even kick the needle on my SWR meter when set to CAL with maximum sensitivity.

the TX/RX light will turn red with mic keyup, and you can hear the radio switch from RX to TX, but no power out.

the VCO seems stuck at 4.9 volts on RX and TX if that helps.
i have about 13 volts on the collectors of both the final and driver, but no voltage on any other pins.
i replaced all of the electrolytic caps before i started any testing of the radio, as it is old, and i do this to all my old radios.
they are all in correctly, and were bought brand new from mouser.

so, any common faults come to mind?
places for me to start looking?

i plan on doing the MOSFET mod to this radio, but thought i should get it working stock before i start modding it.
