I have a old radio shack .64 with coil at the bottom .I want to know if the
ground plane (feed ground) is short circuit with live feed (center feed +).
 

Check it with an ohm meter. Depending on the method used to match impedances, there can be what appears to be a short at other than the general design frequency range of the antenna. That's because of how the matching is done, a tapped coil. That 'short' is frequency dependent.
