Low power FM radio station equipment, and even high power FM radio station equipment, is legal for you or me to own. I still own my low power FM equipment.

Own as much of it as you want. Buy a 100kw amp like some of the FM stations in the south claim they run. They FCC has made no law concerning the ownership of that equipment. But they do insist you get a license to use it.

I think the only reason they have made laws concerning they sale of 11 meter equipment, is because it is an unlicensed service. Just my opinion.
