Paradynamics 600 meter?

I picked up an old Paradynamics 600 meter that is a 10/100/1000 watt unit at the swap meet for CHEAP this weekend. I put it inline with a good meter to see if needed calibration or not. It was pretty well out of whack.

When I opened it up, I found that there were calibration pots for each power scale and the modulation scale. By hooking up a good meter inline, i was able to calibrate each of the settings to my satisfaction.

Unfortunately however, I can't seem to get the SWR portion to work properly. There's a POT that appears to go to the SWR meter, but adjusting it doesn't seem to do anything. I can get the meter "calibrate" ok, but it always read 1:1, no matter what. Does anyone know what to do to adjust the SWR portion of this meter?
