With Typhoon Mangkhut (locally Ompong) threatening, the Philippine Amateur Radio Association (PARA) activated its Ham Emergency Radio Operations (HERO) at a Code Yellow level on September 12, per a declaration from PARA Chief Operating Officer Roberto Vicencio, DU1VHY.
