president washington High voltage readings on tp7

Hello I've been working on a president washington for the past few weeks on and off now, and I found a servie manual for it and I've been going through

Going by the service manual, The voltage at Tp7 is supose to be 2.0 volts (taking the reading while on channel 1), And it can be adjusted by adjusting l17.

Heres my problem, i hooked my meter up to tp7 and i got a little over 13 volts, using l17 i was able to adjust it between 13-14.5 volts,, but not down as far as 2.0 where the manual says it should be. Does anyone have any thoughts on it
