Question about FT-990

Hi folks! I'm currently running an FT-990 and for the most part, I love this rig. My question is about the AM output. It says in the manual to key the mic and adjust VR1014 to 27 watts, which I have done. BUT, when I turn the RF output knob fully CCW it will only go down to 10 watts. I would like to get it down to 2 watts, or so, but in order to do that It cuts the maximum quite a bit. Is there a way to keep my 25 to 30 watt max and still have a 2 to 4 watt minimum? Thanx much!

I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
