Is the input circuit around kt907 for impedance matching?

Decided to rework my amp project into a mono lowband AM transmitter with modified heising modulation with a toroidal transformer. I would rather use a grounded grid scheme for the gu-50.

it looks the the control grid of TY-50, pin2,
already is grounded.

Yes it's a grounded grid amplifier. The KT907 is used to adjust the drive.
