RCI 2950 problem

I have one of the first generation 2950's with the battery and it won't transmit on any mode but I can recieve on am but not on Sideband. The recieve on sideband is all garbled and the same on fm like I said recieve is fine on am. Any ideas what I should check, could it be the finals???
