I just aquried a RCI 2950. I have been using cbtricks.com documents to tune this radio. I am having trouble finding L34 to check the mike gain it says to turn it clockwise, its got to be a pod. Also the led meter light on the recieve part is not right, I get a signal from my neighbor and I know the LED Meter should read full bars, but it is only reading it as 2 bars. I found VR8 to adjust signal meter for transmit. but no info on which one to turn for incoming signal.

Best bet would be to start with a complete alignment. The proper steps are on cbtricks.com . The S meter is one of the steps. This is assuming you have the proper equipment to do an alignment.
