Royce 619 “S” Meter Problem

This is weird. The “S” meter on this radio functions properly until a reading of 5. Past that point, everyone’s modulation reflects backwards (to the left). From 5 to +30 there is no forward movement on any incoming audio. Only backward.
Any ideas?
