What it amounts to is a capacitive/'top hat'. It effectively makes a 'short' antenna appear electrically longer. Can it be a benefit? Yes it can in the right circumstances. It can also be detrimental in a number of instances. One thing about it's illustrated use is that any 'cap hat' should be away from any loading coil by a fairly significant distance. Right next to a loading coil a 'cap-hat' reduces the load, makes it less effective.
So, while it isn't total B.S., it can certainly benefit from a little 'salt' (or ExLax) being applied.

Hello gentlemen and Ladies. I have the dreaded RCI-2990 receive issue where my radio gets distorted when people get close to my location. I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
