SBE 16 CB/T modulation problem

I am in the process of doing a minor restoration on an SBE 16 CB/T radio.

I have found, that sometimes when I transmit, the modulation is really low, and other times it's nice and loud. This can be on AM or either of the side bands. This is with me holding the mic 2-3 inches from my mouth.

However either time that the audio is loud, or low, my external SWR/power meter, still shows the radio as putting out a 4 watt carrier on AM but only swinging to 5-6 watts unless you put your mouth right on the mic.

On side band, it only modulates to 2-3 watts, with your mouth on the mic.

I tried two of the same mics, and both work and give the same results. Both mics I used are the old coffin style mics like you would find on the older Cobras, Midlands, etc.

Anyone have any ideas what the problem is? I'm guessing it's in the mic circuit somewhere?

    Another major solar flare, but this time from an active region just beginning to turn into view off the east limb. It is possible that the group responsible is old AR 3654 from the previous rotation. The latest flare, an X2.99 event just peaked at 14:38 UTC (May 15). Stay tuned
