sudden carrier on LSB but not USB ?

I have an old Galaxy Saturn that all of a sudden blowed on of the meter lights and started to get an AC hum on LSB that keeps it at full power when the mic is keyed. It only does this on LSB , USB still talks fine as does am and fm.
Could this be a regulator? and does anyone know the part # and a supplier?
