SuperStar 3900 EGHP Off Frequency

I recently had my 3900EGHP converted and was talking nicely but turned it on a couple of days ago and noticed she was mighty quiet on 19.. Hooked up a Freq. Counter and found she has wandered to other Freqs. Ch 19 should be 27.185 but she reads 28.858.. This is on Band "D".. What has happened ?? How do I fix this ?? Any help will be appreciated..

One possibility is a loose solder connection in the VCO/PLL area. I see this quite often with that basic chassis.
