Tempo/Uniden 2020 Blowing Fuses

Hey guys, I got the rig from one of my brothers friends and really like the rig. Problem is, everytime I plug it in, it blows the fuse (the correct 5 amp and even a 10 amp) Not sure if the AC plug is wired correctly or if something is up inside with one of the regulators or rectifier diodes, etc. I also noticed that there is 2 different tubes in the PA section. They are both 6146's but one of them had a sticker on the base that was marked"new" is a 6146B while the other is a regular 6146. What do you guys think?
