It's just a typical end fed wire antenna. The SWR plot looks fairly typical for that type of antenna. There are quite a few of these on ebay for considerably less $$, though:

These antennas do serve a purpose, but your expectations need to be in ine with what they are capable of. It's not uncommon for backpackers to take a length of wire and a small unun, toss the wire in a tree to use with a rig like an Elecraft KX3 that has a build in tuner and have some fun.
