Got a TS-940 that the 28 volt line to the PA board shorted and took out the power supply after changing a lot of parts in the avr board and the heat sink transistors it fired back up rxc was great but on tx the radio chatters over speaker like motor boating along with a a relay on the filter board and the tx led blinks with it if you pull the 28 volt in off the PA board the chatter stops and tx lights solid during key down. I found the drivers were changed to 12 volt nte236's one was blown. I changed both back to 28 volt OEM ones and took out the 12 volt reg mod and was no change still chatters and no power out.

go thru EVERY wiring connector and reseat/remove any oxidation.

the 940's are famous for intermittent connection issues.

good luck

Gave up after a month and sent it on it's way. worst radio i ever worked on, the way it was designed with so many voltages of 42 at the source and 29.1/23/12/8/5 when the supply takes a cr#p it sends 40 volts every where.
