Uniden PC 122 ALC problem

Been noticing my Galaxy 979 seems to have a loose external speaker port causing it to drop out and hear nothing so I decided to prep my Uniden PC 122 to replace it. Put it on the bench and lowered the dead key to 1 watt, checked the claifier and it is right on the money. Set the modulation to 100 % but when I checked my ALC I find it is maxed out at 5 watts per 2 of my Dosy meters. Does that radio have some type of limiter in the ALC circuit that can malfunction or be modified for more swing. I notice the radio doesn't drive my meter up as high as other radios when I use my amp.
