I found a old ten mtr fm vertical<ringo ranger>, amounts to a 5/8 wave antenna. I was thinking of adding ground plan radials below the ring as the maco 5/8 does, would it be feasible to make up 3 radials 102 inches long, bend the ends insert into pipe strap below the circle for a grnd plane effect?, or is this to far fetched.

As I recall, the ten-meter Ringo antenna is a half-wave and as such does not require a ground plane. The ring at the bottom is simply a matching device.
