You might try resetting the radio as per instructions from this page.

IC-02AT - Serial numbers below 34000: push the button on the main circuit board next to the lithium battery. Serial numbers above 34000: hold [FUNC] button and turn the radio on.

ok, its a low serno, 9 thousand.
where is this supposed lithium battery?
all I can do is remove the back plate.
looking from the back, there is a 'flex' circuit-connector-thing on the left.
so there is another circuit card?
