Where is the decoupling for the radio's DC feed? The zener diode for bias, doesn't offer any thermal tracking. How is the spectrum analyzer sampling RF? Is it through an attenuator that has flat response through VHF? I'm sorry to be critical however, I've done this enough times to know that it's nearly impossible to achieve stable operation at this power level, without any shielding between the amplifier and radio.
