Bad quality pic, but a friend sent the pic over messages and it lost quality. He said he needs another movement and SO239 on the bottom, but he doesn't know who makes it.

That's what he sent, I can't make anything out excepts watts, and he said it is a pic of a pic, so idk what he's doing. I thought he had it in front of him, but I guess not. I may have to wait until it's on my desk.

Wow, looks rare and hard to come by. He might be best off upgrading.
Might be as simple as a open diodes considering it's limited power rating and today's operations........
If it's the movement
There's a part number in the manual, worse the guys at bird can say is no if you ask them if they have it.
I know it's older than dirt, but worth a call.
Might be someone there that could give you the spec's on the original movement?
I sure the supplier is pushing up Daisy's by now.......
Kinda cool old meter anyway.

Actually if you look at the models in the above manual, it looks like later meters used the same case with a metal plate and a different movement.
Go look at model number 4116
Same case, round meter movement, possibly they were not able to source the original movement anymore and started adaptation of different movements to keep the line alive......
