X-Force XT400 won’t key?

i was given an XT400 that won’t key. I am running a Johnson Messenger White Face into the amp.
When all hooked up and amp off I’m getting the normal 4watts dead key and swing to 8 watts. When the amp is turned on the relay never closes. If I jump the power from the remote to the relay it will close the relay when keyed but I get 1watt out and a very bad sine on the scope.
Im not very familiar with amps so not sure we’re to start looking?

    Hello gentlemen and Ladies. I have the dreaded RCI-2990 receive issue where my radio gets distorted when people get close to my location. I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
