Putting a base station in. I have a steel pipe drove in ground. going to mount my 20 ft antenna to the pipe that is even with eve of my house. How high do I need to put the antenna above the house? Mount the antenna to top of post or mount it on down the pipe?

Mount the antenna as high as possible.
1 wavelength of the frequency you use is best especially for ground wave. This would be 36ft at 27 MHz.
This height usually requires guy wires for support.
18ft (1/2 wavelength) at the base of the antenna will be a good compromise for local and DX since you have elevation over other local stations. DX will still be good at the elevation at your location but it won't come into play like it will on ground wave unless your antenna is right on a hill.

Would it be better if I put the metal pole to the side of the side of the chimney? Let it sit about 2ft below the top of the chimney (enough to mount the pole) the attach the antenna to the metal pole. The would out the base of the antenna about 25 to 30 feet off the ground
If it were me...I would have the base of the antenna at least 10' above the tallest part of the roof (or chimney)... but that's just me...I'm a firm believer in "Height is Might"...
Make sure your chimney is strong enough to support the antenna and mast. They are not cheap to repair.
Higher is better for local comms, for DX it makes no difference for a vertical antenna. If there's a hill blocking line of sight between your antenna and a local station you want to talk to you're still not going to be able to talk to them no matter what you do. Being on high ground above everyone else will give you enough of an advantage that height won't matter for local contacts.
I didn't know you were still on the cb. I guess i need to put up a beam pointing east.
