Galaxy 95 t2 no fm transmit audio

I picked up a nice galaxy 95t2 in trade and it functions well on all modes other than fm. The radio transits good carrier but no fm audio and I have tried adjusting vr5 fm deviation with no effect.
Here is a picture of the component side of the board if anything looks out of place.

8.6 volts on the banded end of d22

0.724 volts on the banded end of d23. 1.19 volts on the unbanded leg of both diodes
