Dosy PM-1000 Mod percent issue?

Hi -- I have a Dosy PM-1000 meter and after calibrating the modulation set point, when I switch it to test modulation, then needle only goes to 25% when I talk loudly into the mic?
The radio is a Cobra 29 LTD Classic.
Does this seem to be an issue with the Dosy ?

Good chance that this is an old meter with a failed electrolytic capacitor. Seems to me it would also have a calibration trimpot for the MOD scale. The production versions are different from decade to decade.
