On my radio the resistor is in place.Move J424-1 to J424, move J406-1 to J406, look for a chip resistor, behind the "O" in the PCB number EPTCTOP40B, when the front of the radio is facing you. If the resistor is in place lift it. If not, install it. This resistor is marked 100 (10 ohms) see photo.

So from what you're saying I just remove it from the board.
It doesn't make sense that you're saying if it's there to lift it or remove it.
If it's not there to install it. If it wasn't there how would we have it to install?
I believe that resistor, when left in, defeats the ability to turn echo off. I say this only based on a youtube tech (draw your own conclusions here) "GUMP TUNED" this radio and my customer wanted it un-echoed. The "GUMP TUNED" clown, left the resistor in, (I could see that it was removed and reinstalled creating the confusion) whereby, not allowing echo to turn off. My instructions were for you to experiment with, either resistor in or out. I didn't experiment, I just returned the radio back to factory.im going to look at mine today i bet the resistor is always there and it has to be removed.
