Yea, I may have done a bad thing here. I think I screwed up early on. This is a 10m radio and I was using a different PLL calc. When I change the 11MHz oscillator to the 15.36MHz and the LO from 7.8 to 10.695, I get this table.
The same P2 commonality exists so not much changes there, except the states of the other pins (which probably threw off Cable Guys values ~ if he was using my chart). Sorry guys. Im going to stare at this chart a little while longer, just be advised that I think my original chart was not valid for this particular radio.

I am pretty sure that you should have this at the PLL (for ch1 26.965MHz)
pin 17 = 1
pin 16 = 1
pin 15 = 0
pin 14 = 1
pin 13 = 1
pin 12 = 0
pin 11 = 1
pin 10 = 0
