Yes, remove it first and then check, if the radio is still off frequency, put it back in.
I removed the CA. The frequency went to 26.9mHz and started climbing about 1k per second. So, it didn’t fix the problem but it did change the frequency.

I replaced it and read voltage on the adder pins, which I’ll post below in a few minutes.

26.9mhz on channel 1? I would replace the ca anyways, use some ceramic capacitors.
 
If removing it caused it to go nearer the expected frequency, and putting it back in causes it to jump up, I believe it's bad.

It's not pretty, but it works fine.

This was in a cobra 2k gtl, but the same idea on the same kinda pll. I used a total of 4 "104" caps to solve an issue like yours, then realign it, see what issues remain.

Well, not exactly. When the CA is removed, it doesn’t matter what channel it’s on. The frequency becomes unstable.

Did we at least resolve that the CA isn’t what’s causing some channels to be 4K off frequency? If so, what would be the next thing to check. If not, I’m not sure how to build the array, yet. I can if I need to.

No, I still think it could be suspect. Can I get a better pic, straight above, showing the component you removed?
 
When measuring the pll pin 15, does it stay low always regardless of channel? Measure while spinning the channel knob. I would like to see all pin readings of the pll on channel 1.
 
Sorry, I have 5 things going on and I think I confused myself and still thinking it's the 8719 pll, let me look at something while you get pll readings on ch1.
