Sounds like you have a resonance in that choke somewhere on 20m. If the plate choke does indeed have a resonance on 20m, or any other frequency you use, the choke will have to be rewound slightly different to move that resonance point outside the band.

The bottom line......IMHO....is that WHATEVER you use to waterproof connections, it is HIGHLY advisable to first use a layer of electrical tape over the connection THEN use whatever after. It makes opening that connection SO much easier. I admit to using just silicone on my first connections...
