Working through a TS440S that I bought off ebay that had some of the glue problems in the VCOs and radio presented with DOTS problem.
Previous owner had scraped out glue and touched up back of VCO 5 solder joints but residue ate through some components so I replaced/fixed where necessary...

If you can hear it on the other radio chances are the pre driver/driver is working and the final is blown or final bias circuit problem. Could be an easy fix if it was just the final.

As an idea, I would check bias of driver and final to see if they are in ballpark ma. Especially the final from what you said. I had an blown (read open carbon track carbon trimmer) in the bias circuit of Realistic Navaho TRC490 (pc385) that was acting similar and everyone helped me work it out...
BTW, Has anyone here used the HG2290s and if so do they bias bias differently to Toshibas? (I get what Brandon is saying re: bias above) I think I'll place my order anyway but I just would of liked a bit of feedback from someone using them.
ok I found an ebay seller in USA that posts matched HG2290s to Australia for similar price as it turns out ICA manufacturing web page above only ships to USA and Puerto Rico....

Fair enough. If you wanted to do that distance a 9 foot whip mobile would work his end but I would just build a half wave dipole for a couple of bucks for him and string it vertically if you are already running a vertical polarized antenna.
You would easily do 7 miles on SSB with good antennas. Back in the day a bunch of us locals on SSB talked 30+ miles away (using base antennas) that would of been impossible on AM. That was mixed terrain, few big hills plus flat open areas. I've always thought SSB had more range then AM.
