Looks like, according to OP's (PsiDOC) math, you should use 20K Ohms for the value of R2 if making your own EN-369FN.

Never had an issue with the Astatic PDC1 and they are fairly accurate for the price. (Closely agrees with the Bird 43)

Try changing your Volt/Div setting. If you don't have the volts per division set correctly you wont see a whole lot, or may even see "too much".

If your 100 MHz 'scope is dual channel, make sure you have the proper channel selected.. Do you see a trace at all?
