After realigning it, the output is now 150w PEP swing, but only keys 7w. Any way to bring the key up in the radio a little so the amp will key about 12w?

Well, took some time out to look over this frequency counter (one that stands up vertical behind frequency counter) module. All resistors are intact and register within tolerance of specified resistance. Replaced all electrolytic caps, still nothing so I yanked out the 7805 regulator to check...
