That's exactly like my inverted V. I tried and couldn't get a good SWR reading under three. Pretend that the floor of your balcony is the ground and the top of your neighbor's balcony bottom is the peak of my house plus 4 ft..... but same exact setup nothing behind it ,not hanging right on...
