    Seller of course got agressive refused to acknowledge his mistake and refused to accept the return. I warned him this was a bad course of action. Ebay resolved the dispute in my favor. He WILL be refunding whether he wants to or not.

    Cant see why not. CHIRP is fairly intuitive, as long as you were able to unlock it and have the frequency range available you'll be fine.
