little late for a post (6 months) but here goes:
I received my 2970N2 couple of days ago and on low power it dead keyed 100 watts , 200 watts high power, I adjusted the high and low power and got it down to 10 watts low 100 watts high dead key,(AM) as I turn up the mic gain will rise to...

looks like the cap was already replaced,
according to the service manual ALC and AMC do not affect SSB
Re aligned SSB and got up to 80% Modulation at 10 watts by lowering output I got higher modulation.
Looks like someone has made a few mods on this radio...
In SSB when I raise the mike gain the modulation and power goes down, on AM solid 4 watts 100 modulation. radio does not swing, what am I nor doing or need to do??

Fired up the radio today everything just fine...... after about 20 minutes the display shows "PA" and none of the buttons or the frequency dial work except for the dimmer button. When I transmit the display returns but then goes back to PA.
Any ideas what could be the problem??
