The noise is in your transmitted audio when using the amp? Does it do it with the mike gain turned off? If you cut the mike gain down some do others still hear it? On an outside chance, are you running a D104 amplified microphone?

First of all be very careful as this amp has HIGH VOLTAGE in it. Remove the cover and set the amp on its side (transformer side down) to where you can see both the top and bottom. Key the amp and see if you can see anything arcing or what might be causing the noise. If you don't see anything...
10-4 on the progressives. Kinda' makes you know how them little dogs that used to set on the back dash of cars felt with the head bobbing up and down.

If all you need is a gear you might be able to get it from either:
Norm's Rotor Service - Sales, Service and parts for Ham Radio antenna rotators; antenna rotor service; parts for antenna rotors
or
C.A.T.S. Online - Rotor Sales, Service, Repair
The rotor looks like the Channel Master...
One of Murphy's Laws: It ain't gonna break or give problems until you really get ready to use it. There is most probably a gear with the teeth worn down on one side of the teeth. This would account for it turning one way and stopping at the other as the other side of the tooth is...
Sounds like maybe a calibration issue. I'll look back at the link I posted and see if there is something like that. I am assuming that by hangs you mean stops turning and is not in a bind?
That would depend on how it is wired on the rotor unit itself. 1-2-3 on the box and motor unit have to be wired the same. We used to wire them using resistor color codes to place the wires. If that way was used it woulr be 1-black, 2-red, 3-green, but who knows.
Here is a link to the rotor...
IMO the Wilson mag mount is a weak link in the chain. You need a good physical connection to ground to get the best out of the setup. If you have not tried it reverse the direction of the slug to read reflected power when you have the 2x8 on. I'd guess it is going up from where it normally...
The amp is not swinging much. The Bird is an average reading meter........not peak. The peak kit will make it like a Dosy so maybe that will give you the readings you want.
Just guessing on the 2x8 output if set up and driven right you should see around 600-700 watts max. The transistors may...
Does the meter itself stick or quit working or does the reading change? Sounds like it is either a bad calibrate control (needs cleaning or replacing) or a bad connection on the board. SWR calibrate controls are notorious for getting flaky.
